The City of Harare Master Plan is a comprehensive policy document that guides the city’s development and growth. It addresses critical areas such as land use, housing, transportation, infrastructure, and environmental sustainability to create a thriving, inclusive, and sustainable city by 2030.

The Master Plan provides a roadmap for tackling Harare’s urban challenges, such as traffic congestion, housing shortages, and inefficient service delivery. It ensures that the city grows in a sustainable way while improving the quality of life for residents and promoting economic opportunities.

Residents can participate by attending community workshops, reviewing the draft proposals, and providing feedback during the public consultation phase. Your input helps shape policies and solutions that address the needs of all Harare citizens.

The Master Plan addresses:

• Housing & Land Use: Affordable housing and smart urban planning.
• Transportation & Infrastructure: Reducing congestion and modernizing systems.
• Environmental Sustainability: Protecting wetlands and promoting green spaces.
• Economic Growth: Supporting businesses and job creation.

The Master Plan is expected to be finalized and adopted by June 30, 2024. Once approved, it will be submitted to the Ministry of Local Government and Public Works for evaluation. Implementation will begin immediately after approval, with a phased approach to addressing key priorities.
